    Greetings Delta Members!

    Hurricane Ida pushed ashore on the 16th anniversary of Hurricane Katrina.
    This was the most powerful storm to hit the LA and MS coasts in decades
    causing some serious destruction in her wake. I want to commend those of
    you who spent tireless hours the past days helping the response and
    recovery operations that are still ongoing. Amateur radio came through
    as the communications bulwark again as most commercial and public service systems failed or temporarily went dark. Several of you in LA and MS have
    spent days bringing the messages through and providing that lifesaving electronic link to the world. Hams save lives! Yes, we do and to those of
    you in ARES/RACES or any of our served agency and NGO partners who have
    worked those hours and are still providing our valuable services, we thank
    you again. We will have a more detailed story coming out via these emails,
    the ARRL ARES Letter, QST and possibly CQ.

    The Volunteer Monitor (VM) Program is a joint initiative between ARRL
    and the Federal Communications Commission (FCC) to enhance compliance in
    the Amateur Radio Service. This is the VM Program Report for August
    2021.

    ! Licensees in Pawcatuck, Connecticut; Wamego, Kansas; Valley Cottage,
    New York; Long Valley, New Jersey; Columbia, South Carolina, and
    Maryville, Tennessee, were sent Advisory Notices concerning operation on frequencies that were set aside for Haiti earthquake emergency
    communications by the International Amateur Radio Union (IARU) Region 2 Emergency Coordinator.

    ! Licensees in Prineville, Winston, Silver Lake, and Roseburg, Oregon;
    Sioux Falls, South Dakota, and Houston, Texas, were sent Advisory
    Notices concerning failure to identify, as required by Section 97.119(a)
    of the FCC Amateur Radio Service, pursuant to a nationwide rule
    compliance review of operations on 3.819 MHz and 3.953 MHz.

    ! A former licensee in Seabrook, Texas, was sent an Advisory Notice
    concerning operation with an expired license.

    ! An FT8 operator in Orion, Michigan, was sent to an Advisory Notice
    reminding him of the 200 W power limit on 30 meters.

    ! A licensee in New Caney, Texas, was sent a final notice that his case
    was being referred to the FCC for license revocation or deletion of
    voice privileges from his license.

    ! A Good Operator commendation was sent to an operator in Roseville, California, for Exemplary Amateur Procedure on May 21, 2021, during the 40-meter California Rescue Communications Net.

    The revised total for VM monitoring in July was 5,746 hours — the
    highest number of hours monitored since the inception of the VM
    Program.

    The IT staff at ARRL Headquarters completed work on an automated system
    for Volunteer Monitors to report monthly monitoring hours and Incident
    Reports.

    I had a great time last weekend in Slidell for the Ozone Club's Slidell
    EOC Hamfest. The new location was quite impressive at the Slidell
    Municipal Center. It was great to see everyone both old friends and new
    and to get to socialize in person once again. Thank you Pres. Dave, K5OZ,

    NOTICE: OUR RAIN CONTINGENCY PLAN IS NOW IN EFFECT.

    Though Saturday, October 16th is expected to be good weather for our
    hamfest, Friday night has a higher chance of rain than we find to be
    acceptable since our event was to be on grass.

    To eliminate problems with wet grass and mud, we are exercising our Rain Contingency Plan and relocating our event to the parking lot just across
    the street from the Greenspace. This parking lot location provides
    level parking, nearby restrooms, and easy access. The new location is
    less than 100 feet from the original site.

    The Lawrence County Amateur Radio Club in Walnut Ridge, Arkansas, has announced on their website (www.w5wra.org) the date of Winterfest 2022.

    Typically the first hamfest in Arkansas each year, the 2021 event was canceled due to COVID-19. However, as of now, they're planning to hold
    the 2022 Winterfest the second weekend of February.

    Setup will be after 3pm on Friday, February 11, and the doors will
    open at 8am on Saturday, February 12. All tables will be $10 each. The
    event will be at the Hoxie Convention Center, where it has been the last several years. There will also likely be an ARRL Forum and VE Testing,
    as both of these have been done in years past. Details on those will be
    posted as soon as possible.

    US 67 is a straight shot northeast from the Little Rock Metropolitan
    Area, at its junction with Interstate 40 at Exit 155...2 miles east of
    the junction of Interstate 30 and Interstate 40 at Exit 153. Look for
    the Hoxie exit...it's around a 90 minute to 2 hour drive from central
    Arkansas. There are plans to build a 40 mile segment in northeastern
    Arkansas and southeastern Missouri...eventually linking to, and then
    becoming Interstate 57, which currently runs through portions of
    Illinois and Missouri. How long that will take to complete is anyone's guess...but US 67 is "interstate grade" all the way to Highway 412 in
    northeast Arkansas. This highway runs east to west across northern
    Arkansas, and further west, it also goes through the communities of
    Harrison and Eureka Springs.

    For reservations, or more information on the Lawrence County Winterfest,

    stratton_dale at yahoo.com -- from their website, it appears that
    talk-in will be on the 147.045 repeater, which is also available
    on Echolink on node 593943 with the callsign W5WRA. The repeater
    itself is located in Imboden, Arkansas.

    Note that this is the same weekend as Orlando Hamcation in Florida.
    So, for those in the MidSouth wanting a hamfest, but not the expense
    and distance of Orlando Hamcation, the Hoxie hamfest is a nice compact
    hamfest to go to.

    Also, I understand from Rick, KA2BSM, that the MidSouth Amateur
    Radio Association (MARA) is planning to hold its 2022 Freefest on
    Saturday, April 9, 2022, in Bartlett, Tennessee.

    Like with the Lawrence County Winterfest, the 2021 Freefest was
    canceled due to COVID-19 issues. For more information on Freefest,

    Bartlett is located on the east side of Memphis, Tennessee, off
    of Interstate 40. It's about a 2 1/2 hour drive from central Arkansas.

    Note that the tracks are an active line with CSX transportation,

    can click on adjacent states (Tennessee, Mississippi, Louisiana, Texas, Oklahoma, and Missouri) for related websites.

    The IDrive Arkansas website indicates the following items:

    Traffic Patterns:

    Normal, Slow, Very Slow, and Stopped. In the case of the latter two,
    you may wish to consider an alternate route. Exit Numbers and Mile
    Markers are available. Traffic Cameras are available at selected
    locations.

    Construction Zones:

    It's said that "the two seasons on the road are winter, and road construction". This option shows construction zones, gives details,
    along with current and future lane closures.

    In Arkansas, traffic fines DOUBLE in WORK ZONES when workers are present...and if you are stopped by law enforcement. Personally, I
    feel it should be much more than that, along with impoundment of
    one's vehicle, and revocation of one's drivers license.

    On some maps, available detour options are shown.

    Highway Closures:

    If the highway is closed for construction or flooding...or if there
    is an incident (i.e. a vehicle wreck/accident), it will be so noted.

    Weather:

    This option notes weather radar, warnings, and current conditions.
    Obviously if there are visibility restrictions (fog, smoke, blowing
    dust, haze), precipitation (rain, snow, or ice), or severe weather
    (tornadoes, large hail, damaging winds, flooding), you will need to
    consider either alternate routes, detours, or even postponing your
    trip until the weather clears.

    For more details on weather warnings for Arkansas, you can go to https://www.weather.gov/lzk -- the website for the National Weather
    Service in Little Rock, Arkansas. You can click on the arrows for
    adjacent weather sites...including those located in Memphis, Tennessee... Jackson, Mississippi...Shreveport, Louisiana...Fort Worth, Texas...
    Oklahoma City and Tulsa, Oklahoma...Springfield, Missouri...and Paducah, Kentucky.

    With visibility restrictions, you'll need to slow down, use low beam headlights, leave plenty of room between you and the vehicle in front
    of you, and allow extra time to reach your destination. Deadly chain
    reaction accidents in areas of fog, smoke, blowing dust, etc. have
    occurred, because people were driving too fast for conditions...and
    many are injured or killed as a result.

    With wet, or snowy/icy roads, it takes a far greater distance to stop
    safely than on dry pavement. You can easily lose control of your motor
    vehicle, and become involved in a huge traffic accident...and may be
    seriously injured if not killed.

    As a side note, the speed limits are NOT suggestions. Many feel that
    it's with "the flow of traffic", even if they are driving above the
    speed limit. On many multi-lane roads and interstates, the left lane
    should be used for passing...slower traffic (doing the speed limit)
    should stay in the right lane instead.

    As a side note, I have NOT heard ANY information on hamfests either
    in Russellville (normally the first Saturday in March), or Fort Smith
    (normally the first Saturday in April). The Russellville Hamfest
    website is at www.arvarf.com -- and the Fort Smth Hamfest website
    is at hangingjudgehamfest.com

    As of Nov. 25, 2021, there is NO MENTION of a hamfest on the
    Russellville website, and there is still data from the 2020 hamfest
    on the Fort Smith website. Both of these hamfests in 2021 were
    canceled due to COVID-19 issues.

    However, Mena is planning to do their 2022 Hamfest on Sept. 9-10,
    2022 -- it's always the weekend after Labor Day, and it's the oldest
    hamfest west of the Mississippi River. Their website is located at www.menahamfest.net

    Also, the K5BOC Memorial Hamfest is set for Oct. 8, 2022 -- it's a
    small hamfest on Petit Jean Mountain. Their website is located at
    www.k5boc.net

    At this time, I'm not sure which of these I'll be able to attend.
    Health and financial issues, not to mention long drives or rides,
    are very hard on me physically.

    The Russellville, Arkansas Hamfest, scheduled for March 5th, 2022, has been CANCELED.

    Just a few minutes ago, I posted the official statement on Facebook.

    With the uncertainty of COVID-19, there were not any other alternatives.

    I am very sorry and disappointed for myself and many other fellow Amateur
    Radio Operators in the area. Many other Conventions and Events are also rethinking their 2022 schedules. The International DX Convention that's in California, just canceled. I suspect that there will be more.

    The club is going to try and have an outdoor or open air event in the fall,
    if at all possible. Possibly a Tailgate or Swap Meet of some sort.

    As a side note, the current number of Covid-19 cases in Arkansas (most
    are with the Omicron variant...with some of the Delta variant, and some
    with both) are increasing on an average of 10,000 per day. Back on the
    12th of January, there were over 11,000 new cases.

    As of now, the Lawrence County Winterfest at Hoxie is still set for
    Saturday, February 12...the same weekend as Orlando Hamcation. However,
    with the rise of Covid-19 cases, it wouldn't surprise me if many of
    these events are also canceled. Please call before you travel, to be
    sure you aren't going to waste a trip.

    It has been a busy two weeks thus far for K5UZ. Last week was the ARRL
    Board of Directors meeting and I have been working on related matters of
    the ARRL Board and the ARRL Foundation. Progress was made on several
    fronts as we continue to see the changes at HQ with respect to improving
    member benefits and services. I will provide a full account of what
    transpired as the final details of our work is completed. At any
    measure, it is good to be back in the Division.

    I want to remind everyone that this weekend is the ARRL Delta Division Convention hosted by the Jackson Amateur Radio Club Capital City hamfest
    in Jackson, MS, January 28th and 29th, 2022. Our special guest from
    ARRL HQ will be the new Education and Learning Manager, our very own
    Steve Goodgame, K5ATA. Steve is from Abbeville, MS and is currently
    working both at HQ and telecommuting. Steve has a proven track record
    with schools and education involving amateur radio and will be giving us
    a good look at the direction ARRL is going with lifelong learning and education. Let's turn out at the convention/hamfest forum and support
    Steve and his efforts.

    Greetings Delta Division Members,

    This weekend the eyeball events are in Hoxie, AR and of course the ARRL National Convention in Orlando. I will be in Orlando as the newly
    elected ARRL Foundation President (not to be confused with Rick, K5UR,
    ARRL President) and for the first time in quite a while unable to attend Winter-Fest in Hoxie. Section Staff will be handling the Forum and ARRL
    table.

    Some of you have inquired as to the ARRL Membership application or
    renewals through the ARRL affiliated club. There is a specific form the
    club uses to report and apply in order to get the rebate or commission
    as we like to call it. Via the ARRL Club Commission Reconciliation Form,
    clubs can retain $15.00 per NEW ARRL member and $2.00 on renewals. The
    form can be downloaded from the ARRL website as a pdf at
